Businesses placing packaging on the Northern Ireland or EU market should be aware of the new requirements under the Packaging and Packaging Waste Regulation
The Packaging and Packaging Waste Regulation (PPWR) replaces the previous Packaging and Packaging Waste Directive. It introduces new rules aimed at reducing packaging waste, improving recyclability and supporting a more circular economy.
PPWR applies from 12 August 2026
The PPWR applies to packaging placed on the Northern Ireland and EU markets, with requirements being introduced in phases over the coming years.
Requirements cover areas including packaging recyclability, labelling and restrictions on certain single-use packaging.
Who is affected?
The rules apply to businesses placing packaging on the Northern Ireland or EU markets. The rules do not apply to packaging placed on the market in England, Scotland or Wales.
Businesses should review their packaging arrangements and understand any new obligations that may apply to their products and supply chains.
How does the regulation apply in Northern Ireland?
Under the Windsor Framework, many elements of the regulation apply in Northern Ireland. This includes recyclability of packaging, labelling and restrictions on single-use packaging.
Under the Packaging and Packaging Waste Regulation (PPWR), the packaging Extended Producer Responsibility (pEPR) and Deposit Return Schemes (DRS) do not apply in Northern Ireland.
Northern Ireland businesses may still have obligations under the separate UK-wide packaging EPR scheme. EPR is a system that makes businesses responsible for the costs of managing packaging waste.
